It's really easy to be “in love” with someone you have no shared responsibilities, hardships, real life issues, etc. If you're unhappy in your relationship either commit to fixing it, or break up. So my bestie and my mom both had kids naturally in their 40s so it’s not impossible but the likelihood definitely goes down and if he isn’t ready yet at that age, he never will be (and likely never was going to be and has just been stringing you along).
