You aren't going to be able to control this, OP. If you want your girlfriend to fuck other people, and she does, you got what you asked for. Expecting her to go right up to the edge and not go over is kind of absurd.
If he's already in therapy for his gambling addiction but lies to the therapist's face and continues to do it… I'm sorry, I'm not sure there's much else you can do. He needs to make real effort towards positive change but all his effort seems to be going toward finding creative ways of lying to everyone involved.
All I can say is, the longer you stay in this mess, the worse it's going to become. You have to protect yourself because as soon as he hits rock bottom financially, your credit and bank accounts will start to look real juicy. And given his track record of lying and manipulating, he most certainly will go that far.

I'm all for people figuring out who they are. They don't do that while in a committed monogamous relationship though. And even if she is bisexual, if her goal is to stay with you, she really doesn't need to go be physical with someone else.
If she absolutely wants to go experiment, tell her she can only do so as a single woman. I'd never ask this of any man.
